State House Health Monitoring Unit Commences On-the-Spot Monitoring of Soroti Regional Referral Hospital
SOROTI, UGANDA – August 19, 2025 – The State House Health Monitoring Unit (SHHMU) has today commenced a comprehensive, on-the-spot supervision exercise at Soroti Regional Referral Hospital. The impromptu visit was initiated following multiple complaints received by the Unit concerning the state of health service delivery at the hospital.
The SHHMU’s objective is to work collaboratively with the hospital’s management, city, and district leadership to assess, identify gaps, and develop actionable solutions to enhance healthcare services for the people of the Teso sub-region and beyond.
Upon arrival in the city, the SHHMU team, led by its Deputy Director, Dr. Julian Nabatanzi, held a formal entry meeting with city and district leaders. The meeting was chaired by the Resident City Commissioner (RCC), Mr. Okurut John Michael, and attended by the Resident District Commissioner (RDC), Hajji Muluga Imran. Others in attendance were the Deputy Town Clerk, the Mayor for Soroti West Division, the City and District Health Officers, and heads of security. This initial step ensured that all key stakeholders are aware of and involved in the monitoring and supervision process from the outset.
Following the briefing with the district leadership, the team proceeded to the hospital for an entry meeting with the hospital’s administration and departrment heads, chaired by the Hospital Director, Dr. Watmon Benedicto, which was followed by a preliminary tour of the hospital and commencement of an aide memoire preparation.
A key activity in the coming days will be the development of a collaborative aide-mémoire (memory aid). This tool will be used by each department head to systematically document:
• Identified Gaps: Bottlenecks in service delivery
• Interventions: To identify gaps
• Agreed upon actions going forward or proposed solutions
• Practical and sustainable remedies for the identified gaps.
• Resources and budget to address identified gaps
• Timelines and responsible Officers: A clear action plan with deadlines and assigned personnel for accountability.
The State House Health Monitoring Unit emphasizes that this exercise is intended to be constructive and solution-oriented. The goal is to strengthen governance of the healthcare systems for efficiency and effectiveness in delivering the core mandate of quality service by the hospital.
